I am using the v1.49 docbook xsl style sheets to create the fo that are 
processed by fop to make a pdf.

When I make a pdf file with bookmarks the top level bookmarks show in 
Acrobat but there is no action when they are clicked.  Secondary 
bookmarks work properly.

Norman Walsh, the stylesheet author wrote:
  I think this is a FOP bug. FOP appears not to correctly handle the
  links if the target is an fo:page-sequence. It works if the ID is on
  an fo:block, but it would be very difficult to make the ID for a
  chapter (for example) appear on the first block in that chapter, so I
  don't think this is going to be fixed except by FOP.

I've created a very simple docbook xml file toshow this error.
