   <!--

   -->

   Closes #7855.

   # Rationale for this change

   Services could use length operation instead of fetching an object for stat:

   - d1
   - mongo/gridfs

   So improve.

   Some SQLs don't follow DB recommendations, also improved them.

   # What changes are included in this PR?

   - Improvement to stat
   - Improvement to SQL

   # Are there any user-facing changes?

   - d1/PostgreSQL/SQLite/MySQL service users will follow strict column and table name quoted identifiers standard. Columns and table names are case sensitive now and supports special characters.
