I looked at this a little bit as well, and it looks like there's a maven-enforcer-plugin rule defined in maven-parent-24.pom (parent of parent pom) that requires maxJdkVersion=1.5. I'm not really sure why maven parent pom is mandating this as the max version. Are we planning to override this for pmd plugin?
