According to the documentation default values exist for the following command line options.
--LogPath %SystemRoot%\System\LogFiles\Apache
--LogPrefix jakarta_service_
--LogLevel INFO
If I create the folder %SystemRoot%\System\LogFiles\Apache then run my usual tomcat6 command line (without specifying LogPath, LogPrefix or LogLevel) then the log file is not created.

Resolution: Fixed
That's a documentation bug. The LogFile actually defaults to:
%SystemRoot%\System32\LogFiles\Apache
(at least on Win/XP)
The directory is created if needed.
The documentation has been updated.
