These both look like configuration errors.

For the first config file attached, there is *no* "SSLEngine On" configured; I
can't see how SSL would not at all in this config.

In the second config file attached, "SSLEngine On" is configured in global
context, so, unsurprisingly, even for plain HTTP access you'll get redirects to
https://.

See http://httpd.apache.org/docs-2.0/mod/mod_ssl.html#sslengine
for correct use of SSLEngine, or try users@httpd.apache.org for further help.
