/ is a wierd place for media.properties, don't you think?

After strace'ing the jdk and watching it try to open "//media.properties" I
figured it actually wanted it in the root directory.  After I put it there it
stopped complaining.

Don't you think that's a wierd place for it?  I'm not completely comfortable
with it, but I figure that when I become more familiar with Java and rebuild
Xalan I'll put it wherever I want.
