Velocity Engine 1.6-beta1 test build

ok folks, here's a build for Engine 1.6-beta.

please kick the tires and report any nitpicks soon.  assuming no one
sees any problems, i'll call for a release vote in a few days.  with
luck, that vote will close early next week, and i can push this
release out.
