Background
-------------
The current organisational arrangements for legal affairs has been in placed for several years but is not described on the web site. The structure is subtle in it's practical application and the advantages of ambiguous agility seem to be outweighed now by the confusion caused. It would be better to achieve consensus on a description before it's needed during an incident.

Proposed Approach
---------------------
Create a web page:
 * Listing the names of the people who have official roles in legal affairs
 * Indication what these role are
 * Describing the various parts of the legal affairs and try to describe the division of labour
