   @murong00 ,you mean even it failed at here, it will continue the for loop , https://github.com/apache/pulsar/blob/master/pulsar-broker-common/src/main/java/org/apache/pulsar/common/configuration/PulsarConfigurationLoader.java#L133 . ?
   
   
   what about adding **required** attributes to ServiceConfiguration, and add a unit test for this function ?
