Long-term goals and projects for Allura

I've made a wiki page to capture some long-term goals and projects for Allura.
I thought writing these down to capture some ideas from my head, and reference
some important earlier tickets and emails would be good. The page is at
https://forge-allura.apache.org/p/allura/wiki/Goals and I welcome anyone to add
other goals or give feedback. Hopefully this page can be some inspiration for
new and current developers.
