missing attribute error while running example

I'm just starting to use Struts and am getting the error message "Missing
resources attribute org.apache.struts.action.MESSAGE" when I try to open the
index.jsp file of the struts example application.  I'm using Weblogic 5.0.1.

Any ideas why?
