We need an instance manager tool for managing the lifecycle of mpack instances, service instances, component instances. This will be the replacement for hdp-select, conf-select

Examples of few operations that we will need
# create-mpack-instance
# create-component-instance
# set-component-instance-version
# get-component-instance-version
# get-component-instance-confdir
