for Jira SPARK-24909 . the unit test isn't sufficient to test across interactions between DAGScheduler and TAskSetManager.  Add a test to the SchedulerIntegrationSuite to cover this. 

The SchedulerIntegrationSuite needs to be updated to handle multiple executors and also be able to control the flow of tasks starting/ending.
