The XenServer system VM 64bit template doesn't seem to include XenServer Tools

Hi all,

I am evaluating the Apache CloudStack 4.3 in test environment.

The XenServer system VM 64bit template doesn't seem to include XenServer
Tools - is this by design?

irqbalance is not running inside 64bit template VR.


Environment:
 Apache CloudStack 4.3 rc
 XenCenter version 6.2 (build 1204)
 XenServer version 6.2 (build date:2013-06-14 , build number:70446c)
 SystemVM(64bit)

  Virtualization state:   Optimized(version 5.6 installed)

  Virtualization state:   XenServer tools not installed

s-1-VM (ssvm)
  Virtualization state:   XenServer tools not installed

v-2-VM (cpvm)
  Virtualization state:   XenServer tools not installed


Example of a virtual router
It seems xe-guest-utilities so as not installed.
