@jlahoda, @emilianbold I am looing at the "app" launcher sources. It derives from "netbeans" launcher and sort of duplicates processing in "netbeans" launcher, but in places that interest me :-) it does not call super implementations, so ${DEFAULT_USERDIR_ROOT} etc placeholders are '''not''' replaced by "app" launcher - that's a bug I need to fix.
The "app" launcher adds processing of ${APPNAME} placeholder so that one .exe can serve for multiple platform-based application.
