The Third-Party Licensing Policy [1] has been replaced by ASF Legal Previously Asked Questions [2].

However I've twice seen posts recently which rely on it.

I added some more text to hopefully make it clearer that the page is obsolete.

Perhaps it is time to consider removing the page?

Or maybe move the page and leave only a page that has the header info directing users to the new page.

I think people tend to ignore the header currently, so if there were only the header this would be impossible.
