Just struggled for a few hours to get the PQS ITs run in Eclipse.
In the end, building a new phoenix-client where javax.servlet is not relocated, and using it for PQS allowed the minicluster to start up successfully.
Not saying that we should do that in phoenix-client, just a note for posterity.
