[RESULT] [VOTE] The first HBase 1.4.6 release candidate (RC0) is available

Including my +1 we have three binding +1s, three non-binding +1s, and no 0
or -1 votes. The vote passes.

Finishing the release.

My thanks to all who voted on the release candidate!
