Access violation when deploying web service to axis running on Su n's J2EE server

I am trying to use the AdminClient to publish server-config.wsdd, but I get
an "access denied" message. I am using the latest axis running on Sun's J2EE
SDK 1.3.1. 

I notice that people in the past were having a similar problem. Did anybody
ever find a way to fix it?
