The S/O is ok on this rule

but I think these FPs warrant changes to the rule or a score ceiling on the
rule due to known FPs.

For the score ceiling, I'm not sure this feature existed when the ticket was
opened so I've implemented that (pending ruleqa starvation fix) and considering
resolve for now barring more FPs and work by John to fix:
