Split "Dependency" into "MavenDependency" and "FileDependency"

When checking to see if a project should be built we need to be able to build if

1) A new snapshot exists in the repository
2) A file has changed on the local file system. 
  Possibly try to limit this to be inside a checkout of another project

The former is useful for Maven 1 and 2 project, the latter for shell and Ant projects.
