[REPORT] Apache Open Climate Workbench

## Description:
 - Apache Open Climate Workbench is a tool for scalable comparisons of
remote
   sensing observations to climate model outputs.

## Issues:
 - There are no issues requiring board attention at this time.

## Activity:
 - Activity has been steady. OCW is in reasonable health with a good chunk
of
   work being undertaken in 2016Q4. The community have been working towards
the
   1.2.0 release with only 5 issues remaining.

## Health report:
 - As we are just getting over the Chistmas holidays things have been quiet.
   There are a number of Science conferences during December and January so
   that typically explains why things are a bit slower during Q1 of any new
year.

## PMC changes:

 - Currently 30 PMC members.
 - No new PMC members added in the last 3 months
 - Last PMC addition was Ibrahim Jarif on Mon Apr 25 2016

## Committer base changes:

 - Currently 30 committers.
 - No new committers added in the last 3 months
 - Last committer addition was Christopher Douglas at Tue Apr 26 2016

## Releases:

 - Last release was climate-1.1.0 on Wed Jul 27 2016

## Mailing list activity:

 - dev@ subscriptions see a marginal increase which is great. This may
   be the result of workshops and conferences featuring OCW.

 - dev@climate.apache.org:
    - 55 subscribers (up 5 in the last 3 months):
    - 136 emails sent to list (736 in previous quarter)


## JIRA activity:

 - 5 JIRA tickets created in the last 3 months
 - 7 JIRA tickets closed/resolved in the last 3 months
