### Describe the bug
In Task Framework logic, the controller should ask the participant to drop the CurrentState once RequestedState is set to be dropped. However, since paMap has only one field for each task, the DROPPED scheduling decision can be overwritten by the other decisions.
### To Reproduce
Have one task RUNNING on one instance and manually write CurrentState of the task for other instances with DROPPED requested state.
### Expected behavior
The task CurrentState needs to be DROPPED.
