[RESULT][VOTE] Graduate Apache Marmotta from incubator and become a TLP

Initial VOTE thread for graduating Apache Marmotta changed subjects and was
never closed leaving it open within the Incubators vote status page. Final
successful VOTE thread is included below

after more than 72hrs the vote about graduating the Marmotta podling as
a TLP passes with 9 +1s, 8 of those from IPMC members:
