   ## What changes were proposed in this pull request?
   
   An unhealthy non empty replica won't be deleted from a datanode unless the force flag is set. We need to force delete unhealthy replicas of an EC container when it's sufficiently replicated. This PR sets the force flag in `ClosedWithUnhealthyReplicasHandler`.
