   ^ Allows Beam to Create Clustered Tables in BigQuery ( without Time-based Partitioning ).  This only addressed methods of FILE_LOADS / DEFAULT.   
   
    
   
   This issue is for tracking to ensure that we can create clustered tables and insert into them via the STORATE_WRITE_API.  This issue might become mostly about an additional test or other, in the event that the functionality is unlocked via alternate issues.
