Issues with Make Jupyter step

I  diownloaded toree from the git and added http_proxy settings for  make
release step to complete. When I am doing make jupyter, the make process is
trying to reach a gpg server.
I manually downloaded added the required key (381BA480). I tried adding
proxy settings to gpg filepath in Makefile. In both cases, "make juypter"
step does not go beyond the "requesting key from keyserver" stage.

Suggestions will be greatly appreciated.

Open an issue... we should remove the need for signing to run make jupyter.
That is intended for development and support for testing, so a sign package
should not be a requirement.

make jupyter step needs access to apt-get. is there a way to use other
package managers?
