mod_cgi/6986: I have Internal Server Error .

I have virtual hosts , using cgi and i have servlets and PHP:
Perl and Miva (www.miva.com) 
mod_jserv and php4_module

Some times , the server send the error :
Internal Server Error .
For websites using cgi , NOT for servlets or php.
I see the error logs , for this web site , and the error is :

 For web site executing perl (perl, version 5.004_05)

 couldn't spawn child process: /export/home/httpd/cgi-bin/miva
 For web site executing miva 

The machine have 2 cpu:
SUNW,UltraSPARC-II (upaid 2 impl 0x11 ver 0xa0 clock 450 MHz)
512 RAM
