Please review HADOOP-10679 for more detailed requirements and design document.

As part of generalization, an interface AuthorizationManager<T> is defined. DefaultAuthorizationManager<T> implements
AuthorizationManager<T>. ServiceAuthorizationManager extends DefaultAuthorizationManager<Class?> and is used for
authorize RPC calls.
