[classlib][security] crypto provider: implementation of SHA-1 algorithm

Thanks for your contribution!

Before I can take your code into Harmony please can I ask you to
complete a contributors' questionnaire?

The Harmony contribution policy [1] requires that we have an Authorized
Contributor Questionnaire [2] on file.  It should only take you a couple
of minutes to complete.

If you have already done so, and it simply hasn't make it into the
project archive yet, then I apologize -- just let me know.
