Do You mean `gen_apidocs`? 
The dockerfile [mounts|https://github.com/apache/arrow/blob/master/dev/gen_apidocs/Dockerfile#L83] arrow, so building at specific commit should be possible.

BTW should We automatize doc generation with crossbow?
