[ANNOUNCE] New committer: Xianjing Feng

The Project Management Committee (PMC) *for* Apache Uniffle (incubating)
has asked Xianjing Feng to become a committer and we are pleased to
announce that he has accepted.

Xianjing Feng has been contributing to the Uniffle for several months and
has authored 30+ prs. He is responsible for the optimization of multiple
replicas.

Please join me to welcome Xianjing Feng.
