[RESULT] [VOTE] Release Apache Jackrabbit Oak 1.28.0

Hi,

The 72 hours vote period is not yet over. However, it seems unlikely
the release will be approved given the feedback so far. I therefore
decided to close the vote with the following results:

+1 Woonsan Ko
+1 Matt Ryan
-1 Amit Jain
-1 Julian Reschke
-1 Andrei Dulceanu

I will cancel the release and respin it when the issues have been
fixed.
