nomination of Kinga Dziembowski as a committer

Kinga is a senior developer here at HP who has been working in the Web 
Services arena for the past several years. She has worked on the HP SOAP 
Server, the HP WS Management Engine, and the HP WSMF RI (WSMF is an 
HP-authored spec that was one of the precursors to WSDM). She has been 
allocated by HP management to help expedite 1.0 releases of Apache, 
Hermes, and Muse. Sal and I have both worked with Kinga in the past and 
will both vouch for her knowledge and abilities.
