This task is to relax the requirement for a child <wsp:Policy> element for a WS-SecurityPolicy HttpsToken policy. Currently, the following policy is rejected, as the WS-SecurityPolicy spec requires a child <wsp:Policy> Element of HttpsToken:

<sp:TransportToken>
    <wsp:Policy>
        <sp:HttpsToken/>                       
    </wsp:Policy>
</sp:TransportToken>

However, this appears to be causing interop issues, as so I will relax this requirement for HttpsToken only.
