I'd like to release uima parent pom version 8

This has the fixes for upgrading maven changes plugin to work with the current
version of Jira, plus 3 others:

I deferred https://issues.apache.org/jira/browse/UIMA-3391 (build OSGi bundle
for add-ons).

Any objections to releasing?
