What is a developer release?

Can someone please explain what is the difference between a release like
1.1.0 Xalan-J and 1.2.D01 Xalan-J? I understand that "D" means "Developer".
Does that also mean "untested" or "unstable"? What is the 
practical difference between a non-developer and developer release?
