I was able to use following "unofficial" repository to install devtoolset-3 on CentOS 6.10.
https://copr.fedorainfracloud.org/coprs/rhscl/devtoolset-3/

Since devtoolset3 is EOL already and we plan to migrate to a newer compiler version and hence newer devtoolset for RHEL/CentOS 6, this workaround/unofficial repository for devtoolset3 is okay.
