I'll point out that using the issue tracker means signing up for a
tigris account and that means agreeing to a contract.  Some people may
not be in a position where they can accept the terms of the contract.
Some of you may recall I couldn't use my tigris account for a while
because I didn't want to agree to the terms (which have since been
changed).

The contract is fairly benign now (thanks to your forcing the issue,
which was a good thing).

I had some personal correspondence with the reporter, in this case:
the issue wasn't the contract, just the hassle of making an account.
But he got someone else to file it for him.
