   Overall I'm fine with adding in more scheduling algorithms, we have talked about it before but never done it.  this has been requested beofre like https://issues.apache.org/jira/browse/SPARK-17637
   
   Ideally perhaps we could make a pluggable scheduling algorithm, but I think that is much more complex, if we make the config more generic like proposed it doesn't exclude it from happening in the future
