Directory listing for /var/www/whimsy/public/ ?

At present, the https://whimsy.apache.org/public directory does not
allow its contents to be listed.

It would be useful to allow this, and support README/HEADER files

Alternatively we could use a hard-coded index.html, but that would
have to be maintained.
