As part of unit tests for Apache Commons CSV, I would like to distribute two sample CSV files from
http://www.ferc.gov/docs-filing/eqr/soft-tools/sample-csv.asp

- http://www.ferc.gov/docs-filing/eqr/soft-tools/sample-csv/contract.txt
- http://www.ferc.gov/docs-filing/eqr/soft-tools/sample-csv/transaction.txt

I do not see copyrights, licensing or text that says I cannot.

Can Apache Commons CSV distribute these two files?
