Assembly plugin goals should have a forceCreation parameter.

Assembly jars are created every time whether or not the files contained in them have been updated.  There should be a plugin parameter called "forceCreation" similar to the jar plugin and source plugin that determines if the assemblies should only be created when there have been updates to the files.
