[Issue 126132] Copy&Paste of a Frame does not copy title and description

This issue is easily replicated.  Tested extensively as follows:

Insert frame as character
Set title and description

Copy of frame  - Failed to copy Title and Description with new frame
Drag and drop - Failed to move Title and description with frame
This confirmed Original Bug

* Found that none of the anchor methods produced a successful inclusion of the
Title and Description.  In all cases, multiple colors and text were used in the
frames for content.

* frame as a character inside a frame as a character failed to include Title
and    description

* Frame as character inside Frame failed to include Title and description

* Since grafics are treated as frames in Writer, I inserted graphic, added
Title and description and performed copy and paste.  Title and Description were
successfully transfered with the copy.

* Added a graphic to a frame as a character.  Added Title and descriptions to
both the frame as a character and the graphic frame.  Copy and paste
successfully transfered both of the Titles and Descriptions.

Research showed that the Title and Description are both available for
accessibility tools and as alternative tags when exported to a document. As
time permits it may be advisable to test the tag for accessibility.  My
question is if multiple frames share the same title and descrition "Tags," use
of the tag may cause conflict.  Could that be the reason for not transferring
title and description?
