[RESULT][VOTE] Apache Kudu 1.13.0-RC2

The vote is now closed. It passes with 4 binding +1s by Alexey, Bankim, Grant,
and I, 1 non-binding +1 by Greg, and no -1s of any kind.

I will publish the staged archives shortly, then update the site and send out
the announcement after the mirrors are updated.
