   I can actually get CouchDB to come up in DC/OS (using the DC/OS SDK) and had similar problems.  I think it was with cmd and the init.sh script starting before everything had come up.  I added a bootstrap command which DC/OS waits until the hostname is resolvable and everything is properly setup before starting the next command.
