[I] Create AGENTS.md file for opennlp (opennlp)

   Create an initial AGENTS.md file for OpenNLP
   
   * Do not over-engineer it - KISS rules
   * Write it for an LLM's understanding
   * Look at sample AGENTS.md files from other projects / research how Claude, OpenAI, etc use this
   * Create a PR in DRAFT form so the team can look through it
   
   Spec:
   https://agents.md/
   
   Claude: 
   If CLAUDE.md doesn't exist, it will treat AGENTS.md the same way:
   
   https://code.claude.com/docs/en/memory
   
   OpenAI:
   https://learn.chatgpt.com/docs/agent-configuration/agents-md
   
   We'll include our standards that we have with our projects (standards on statics, constants, no regex, utils etc) as well as how the app is laid out.  Shouldn't be that long, we'll use common sense and expect some changes to this as this becomes more standard.
