   ### Summary
   
   Adds the first dedicated unit test suite for `LiteTopicQuotaVO`, the lite topic quota payload returned by the quota endpoint.
   
   ### Changes
   
   - `server/src/test/java/org/apache/rocketmq/studio/instance/topic/LiteTopicQuotaVOTest.java`
     - `builderDefaultsDescribeEmptyQuota`: untouched quota defaults to nulls.
     - `allArgsCarryQuotaState`: counts, rates, TTLs and density round-trip.
   
   ### Testing
   
   - `mvn -B test -Dtest=LiteTopicQuotaVOTest` passes (2 tests, all green).
