[PR] Make TableDataManagerProvider pluggable [pinot]

@KKcorps That's why we are making the data manager provider pluggable, and people can choose any data manager to override

No, what I meant was that if someone wants to write an extension of RealtimeTableDataManager, they would still need to mention in the new table provider class what to use for OFFLINE
secondly, for RealtimeTableDataManager, there might be private methods that can be needed by new one.
I can tackle that in another PR tbh, this seems good.

If someone wants to change only the realtime or offline table data manager, they'll still need to initialise the other one. How do we avoid this?
