Description:
In maven-report.xml there is a chunk of code
#if ($files.file("$maven-docs-dest/clover").exists())
  [html]
#end

The $maven-docs-dest context variable is not being set by the DVSLBean. As such, there is no Clover report listed on the maven-report.xml page even though it is listed in the sidebar navigation.

I have had a quick look through the POM for a useful variable to use instead.  However it seems that /target/doc is hardwired - as I am not sure I have not created a patch for this.
